Description: This project includes the formation of a financing district for a comprehensive package of energy efficiency improvements for building energy retrofits (air-conditioning efficiency, insulated windows, etc.) and renewable power (photovoltaics, solar hot water, etc.) for residents and businesses in the community. The program is voluntary and property tax expenses remain unchanged for those who choose not to participate.
The program design will include standards, quality assurance mechanisms, and tracking/reporting protocols. The City will coordinate this program to take advantage of State training programs to ensure workforce capacity sufficient to support it and it will leverage utility and government incentives (e.g. rebates, tax credits, etc.) by bundling them into this program seamlessly for the participants.

Description:
Working together with the Irvine Chamber of Commerce, the local chapter of Building Owners and Managers Association (BOMA) and the local utilities, the City will provide technical support and training on the U.S. Environmental Protection Agency's Portfolio Manager program. Participants will be given hands-on training using actual data from one of their own buildings in order to encourage them to benchmark all their buildings in Portfolio Manager. They will then have access to the other technical assistance opportunities offered by EPA through ENERGY STAR, including: Guidelines for Energy Management, Building Upgrade Manual, Financial Calculators for Project Evaluation, Online Training Resources, etc.
This training will allow property owners and managers to comply with Assembly Bill 1103 which becomes effective January 1, 2010 and requires a disclosure of a building’s energy use (preferably its Energy Star Rating) at time of sale or lease.

Description:
The Sustainable Facilities Management Training program will address on-going sustainable operations and maintenance of facilities. The program will be designed to deliver long-term, on-going energy savings, GHG emission reductions and will create jobs. The program training will cover all aspects of facilities operations, including energy, water, waste, purchasing, transportation, indoor environmental quality, construction practices, site management, and green cleaning practices.
Trainers will visit each facility enrolled in the program, meet with facility staff in the training program, conduct interviews of key staff, and perform a preliminary audit of the building. The training itself will alternate between classroom and on-site training spread out over a 24-week period. The training is geared towards building engineers and will focus on issues such as benchmarking and documentation, building automation systems (BAS), metering, indoor air quality, preventive maintenance, energy and resource management, energy optimization, and continuous improvement.

Description:
This program will develop a web-based tool that will organize, and communicate performance information to use for long-term monitoring of the Irvine's Climate Action Plan. The tool will be both scalable and flexible and will provide various users -- City staff, the development community, businesses, outside agencies, and the general public -- with efficient and accessible content that is most relevant to them.

This project will upgrade lighting systems at Heritage Park and Harvard Athletic Park sports fields to more energy efficient lamps and computer controlled scheduling for lights. Two baseball/softball fields will be upgraded at Heritage Park. Fields, 1, 2 and 6 and Soccer fields A & B will be upgraded at Harvard Athletic Park.
This system approach reduces the amount of time the lights are operating and employs more efficient lights. The system saves maintenance costs by indicating when it is time to re-lamp in unison. The infrastructure has already been installed at Harvard Park; therefore, the City will be leveraging the funds expended to install the system at this park less expensively. As part of the project, an energy-savings fund would be established to utilize the cost savings from this project to continue to retrofit lighting at remaining City parks.

Description:
Prepare program-level Environmental Impact Report (EIR) to support Irvine's Climate Action Plan (CAP). The CAP is intended to reduce vehicle miles traveled via land use planning. This EIR will provide the CAP with a strong analytical foundation so that Irvine can evaluate future development projects for their climate change impacts, particularly when it comes to transportation.

At the Orange County Great Park, solar powered irrigation pumps will be used to provide energy for a 10-acre demonstration garden and a portion of the 50-acre farming district. The crops produced will be used for a community farmers market, as well as provide donations to area food banks.
