City Manager's Biography

Sean Joyce since 2005 has served as Irvine’s fourth City Manager. Sean was originally hired to serve as Irvine’s Assistant City Manager in 2004. A life-long Orange County resident, Sean previously served as City Manager of two Los Angeles County cities—South Pasadena and Sierra Madre.

Joyce, a 22-year resident of Irvine and product of the Irvine Unified School District, holds a Master of Public Administration Degree from the California State University, Fullerton, as well as a Bachelor of Arts Degree in Political Science. He attended Vista Verde Elementary and Venado Middle schools in their respective inaugural years. He later attended Irvine High School and Irvine Valley College.

He is a board member of Irvine’s Barclay Theatre and is a past president of the San Gabriel Valley City Managers’ Association. He also held a committee post on The California City Managers Department’s Task Force on Services for Youth and Families.

The Irvine City Manager is appointed by the City Council to oversee day-to-day operations of the City. As chief executive officer of this community of 209,800, Sean oversees a staff of more than 1,100 full- and part-time employees. He also prepares and manages an annual budget of approximately $148 million that funds a wide range of municipal services and physical improvements to the City’s facilities and infrastructure.

Sean, his wife, Veronica, and their daughter, Madeline reside in Irvine.
