Irvine Business Complex (IBC) Program Implementation Capital Improvement Program - Project Development develops and maintains the City’s Circulation Capital Improvement Program (CIP). In coordination with the City’s five-year CIP/Strategic Business Plan, Project Development develops concept reports, Project Study Reports, Project Reports & Preliminary Engineering Reports to evaluate the feasibility and cost of proposed transportation system improvements. It also provides analysis (environmental, funding opportunities, community coordination etc.) as required. Transportation Funding Programs - Transportation Funding Programs coordinate and support the budgeting, expenditure and accounting of Federal, State, County and internal (SDC, IBC, Bike bond, ATMS, Bake Fee District) transportation funds. Transportation Funding Program monitors and interprets the respective grant/fee program provisions, assures the City’s compliance with the mandates of Measure M, Proposition 111/CMP, ISTEA, etc. Compliance and Grant Acquisition - Compliance and Grant Acquisition oversees City compliance with the provisions of the State Congestion Management Program and with the provisions of the countywide Traffic Improvement and Growth Management Ordinance. This program pursues transportation funding through federal, state and county funding programs for City CIP projects. Irvine Business Complex (IBC) Program Implementation - The Irvine Business Complex (IBC) Program monitors and implements the area-wide transportation mitigations associated with the 1985 and 1992 IBC rezoning EIR’s, and prepares regular monitoring reports for Commission and City Council consideration. | Outcome | | Develop IBC and City CIP projects consistent with the Strategic Business Plan and with maximum available outside funding. Facilitates the project through the initial development phases to Project Management for design and/or construction. Maintain eligibility with outside funding programs.
