Promotion Ceremony at City Hall


On Tuesday, September 10, 2013, Chief Maggard swore in one new Lieutenant and two new Sergeants in a promotional ceremony at City Hall.  Lieutenant Scott McClellan will fill the vacancy of the Office of Support Services and Special Projects while Sergeant Frough Jahid and Jeff Alexen will fill supervisor roles in patrol operations. 

Lieutenant McClellan served in the United States Marine Corps from 1990-1998 as a Sergeant prior to beginning his career in law enforcement as a Deputy with Los Angeles Sheriff’s Department from in 1991.  In 1997, he joined the Irvine Police Officer.  During the past 16 years, he has been an Irvine Spectrum Center Policing Team Officer, a Field Training Officer and a Property Crimes Detective.  He has also been an instructor for the Office of Professional Development, teaching racial profiling, tactical communications and report writing.  Lieutenant McClellan has been a Patrol Supervisor, a Spectrum Center Team Supervisor and most recently, the Orange County Great Park Supervisor.  His education consists of a Bachelor of Arts degree and a Master of Arts degree from California State University, Long Beach and Ph.D. in History from the University of California, Irvine.  Currently, he serves as an adjunct faculty member at Argosy University and Brandman University. 

Sergeant Jahid has been with the Irvine Police Department for more than nine years.  He graduated with class #169 from the Rio Hondo Police Academy.  During his time as an officer, Sergeant Jahid has held a variety of responsibilities working as a Field Training Officer, an Auto Burglary Detective, a Specialized Investigative Unit (SIU) Detective and a School Resource Officer.  Sergeant Jahid has also been a member of the SWAT Team since 2006.  Sergeant Jahid has received the Community Service Award, the Employee of the Quarter Award, the Orange County Narcotic Uniformed Officer of the Year Award and a Unit Commendation as a member of SIU.  He has also been recognized by the Tustin Unified School District for his work as a School Resource Officer.  Sergeant Jahid earned an Associate of Arts degree in Liberal Arts from Orange Coast Community College and a Bachelor of Arts degree in Political Science from Cal Poly, San Luis Obispo. 

Sergeant Alexen came to the Irvine Police Department in 2006 after an 11-year career with the Long Beach Police Department.  During his tenure with the Long Beach Police Department, he served as a Patrol Officer, a Bicycle Patrol Officer, a Juvenile Detective and a Vice Unit Detective.  Since swearing in with the Irvine Police Department he has worked as a Patrol Officer, a Field Training Officer and as a member of the Department’s Crown Management Team.  In 2010 Sergeant Alexen received the Lifesaving Award and the Red Cross Bravo for Bravery Award.  Sergeant Alexen earned a Bachelor of Science degree in Public Administration from California State University, Dominguez Hills and a certificate from the College of the Siskiyous, California Public Safety Leadership and Ethics Program.
