At its October 10 meeting, the Irvine City Council voted to put on the March 5, 2024, ballot, the formation of City Council districts, and the expansion of the City Council membership. The City Council also selected “Map 151” as the voting district map to be included with the ballot measure.
Map 151 creates six Council member districts and follows the legal criteria set forth in the California Voting Rights Act (CVRA). If the charter amendment to move to district elections is approved by Irvine voters, residents will vote for one City Councilmember to represent the district they live in beginning November 2024. Districts 2, 3, and 4 will be up for election in 2024 for a full four-year term, and Districts 5 and 6 will be up for election in 2026. District 1 will be up for election in 2024 for a two-year term. The Mayor will continue to be elected at large.
The City of Irvine’s pursuit of district formation began in April 2023. The City launched the process by creating a dedicated districting website, DrawIrvine.org, which provided background information about districting, a schedule of upcoming meetings, mapping tools, draft maps, public comments submitted throughout the process, and answers to frequently asked questions.
The City of Irvine launched a robust outreach campaign that prioritized gathering feedback from the community as part of the process. Fourteen community workshops were facilitated, giving residents the opportunity to learn more about the process, learn how to draw a map, and discuss submitted draft maps.
The City also held five public hearings, where the City Council received an overview of the process, reviewed public comments, and examined submitted draft maps. In total, the City reviewed 65 maps, 60 of which were submissions from the public.
