HID Operating Committee

On March 14, 2023, the Irvine City Council, at the request of Irvine hoteliers, passed modifications to City Council Resolution 02-152, a resolution enacted in 2002 that formed the Hotel Improvement District (HID). The resolution imposes a 2% hotel tax applied to the cost of hotel or other lodging stays of less than 30 days, which is self-assessed and approved by Irvine hoteliers. Of the 2% assessment, 1.5% is used to recruit business and tourism to Irvine and 0.5% is designated to the City of Irvine for cultural events.

Modifications to City Council Resolution 02-152 included making the City the fiscal agent for the HID to manage and distribute this funding at the direction of a HID Operating Committee, with a focus on transparency and generation of direct benefit to hotels.

On June 26, 2023, three staff members from the former HID fiscal managing entity, the Greater Irvine Chamber of Commerce, began working as City employees, and the above mentioned modifications to the resolution were effective on July 1, 2023.

Purpose:

The HID Operating Committee will provide input and direction on how the HID assessment funds are used with the goal of marketing and promoting Irvine as a tourist destination.

HID Operating Committee Appointments

Four (4) Irvine hoteliers were appointed by their peers via a voting process. Three (3) City staff are appointed by the City Manager’s Office.  The following individuals serve on the Committee:

  • Tony Zand, appointed by Irvine hoteliers
  • Marina Dutton, appointed by Irvine hoteliers
  • Sid Ramani, appointed by Irvine hoteliers
  • Jeff Mitrovic, appointed by Irvine hoteliers
  • Mike Carroll, appointed by the Irvine City Council
  • City Manager or Designee
  • City Economic Development Staff

COMMITTEE THREE FOCUS AREAS:

  1. HID budget allocation, including marketing strategy 
  2. Tourism Advocacy 
  3. Irvine hotel community engagement
