The City of Irvine, under Title VI of the Civil Rights Act of 1964 and related statutes, ensures that no person in the City of Irvine, on the grounds of race, color or national origin shall be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity it administers. The City of Irvine further assures every effort will be made to ensure non-discrimination in all of its programs, activities and services, whether those programs, activities and services are federally funded or not.
The Irvine City Council formally adopted their Title VI Program on July 18, 2017 as mandated by the federal government. The program was updated on December 22nd, 2022. The City’s Title VI Program focuses on fair and equitable access by the public and provides the policy direction necessary to ensure compliance with Title VI of the Civil Rights Act of 1964.

Grievance Policy
Any person who believes they have been discriminated against on the basis of race, color or national origin may file a Title VI complaint with Jessica Moore, Senior Human Resources Analyst at the City of Irvine. The complaint must be filed within 180 days of the date of the alleged discrimination. To file a formal complaint, please submit a written Title VI complaint form to:

Complainants will receive a written response acknowledging receipt of the complaint. The Human Resources Department will review the complaint to determine whether is falls under its jurisdiction. All complaints falling under the City of Irvine's jurisdiction will be investigated as quickly as possible. A written notice of findings will be provided upon completion of the investigation.
Complaints that do not fall under the City of Irvine's jurisdiction will be referred, wherever possible, to the California Department of Transportation, the Federal Highway Administration, the Federal Transit Authority, the US Department of Transportation, or the US Department of Justice and the complainant will be advised.
