On March 5, Irvine voters will have the opportunity to decide whether to expand the City Council from five to seven members and transition to district elections.
Measure D, also known as the Council Expansion and Districting charter amendment, will appear on the 2024 Presidential Primary Election ballot as part of the City’s Special Municipal Election as follows:
“Shall a City Charter amendment that (i) increases the membership of the City Council from five to seven, with the new membership comprised of a mayor and six Council members, and (ii) provides for the transition from at-large elections to by-district elections for the six Council members, with the district boundaries as described in City Council Resolution No. 23-88, be adopted?”
If more than 50% of voters cast their ballot in favor of this change, the City of Irvine will transition to district-based elections to elect City Councilmembers starting with the November 2024 election cycle. The Mayor would continue to serve at-large.
- In 2024, voters in Districts 2, 3, and 4 would elect Councilmembers for full four-year terms. Voters in District 1 would elect a Councilmember for a short two-year term.
- In 2026, voters in Districts 1, 5, and 6 would elect Councilmembers to represent their respective districts for full four-year terms.
Residents can determine which district they would reside in if the ballot measure is approved, by visiting DrawIrvine.org and clicking “Selected Map.”
All registered voters have received Vote-by-Mail ballots for the Special Municipal Election, which can be returned one of three ways.
At a Vote Center: Voters can bring completed ballots to any Orange County Vote Center regardless of where they are registered in the County. They can also register to vote, request a replacement ballot, get help in multiple languages, and vote with an accessible voting machine at a Vote Center.
There will be 15 Vote Centers in Irvine, with three opening Saturday, February 24:
- Irvine City Hall, 1 Civic Center Plaza (Drive-thru ballot drop-off available)
- Los Olivos Community Center, 101 Alfonso
- Portola Springs Community Center, 900 Tomato Springs Road
Twelve additional Vote Centers open Saturday, March 2.
At a Ballot Drop Box: Voters can also drop off their ballots at a secure Ballot Drop Box in Orange County now through Election Day. There are 10 Drop Box locations in Irvine.
By Mail: Voters can mail their ballots at any U.S. mailbox; no postage required.
