Marc Joffe, Director for the California Policy Center, which oversees the California Transparency Project, has released a nationwide study that places Irvine No. 1 among major cities in fiscal strength.
The Fiscal Health Index, published in The Fiscal Times, ranks 116 American cities with a population of more than 200,000. Irvine received a perfect 100 score.
Five factors were used to rank cities:
• The ratio of a city’s general fund balance to its expenditures;
• The ratio of its long-term obligations to total government-wide revenues;
• The ratio of actuarially determined pension contributions to total government-wide revenues;
• The change in local unemployment rank;
• And, change in property values.
