City of Irvine reservation permit categories are established to balance reservation requests, and a formal permitting process is administered to ensure equitable access for the following groups: private individuals, nonprofit organizations, government agencies, and commercial entities. Priority is given to City of lrvine programs, services, and events.
Nonprofit organization permits, defined as Category A (Residents) and Category A (Nonresidents) in the official City of Irvine Community Services Reservation Policy, includes permits offered for incorporated nonprofit, civic, social, cultural, and religious organizations. Category A (Resident): Nonprofit Organizations
To qualify for Category A (Resident), membership-based organizations shall verify participation equal to, or greater than, 57 percent lrvine residents. Rosters for membership will be reviewed at the time of application. The applicant shall produce rosters and attendance records upon request of the City. Requirements include:
- A completed Facility Reservation Application & Request form
- The name of one authorized applicant for the agency/organization. View an example here.
- A copy of the agency's/organization's current certificate of insurance and a separate endorsement page listing the City of Irvine as additionally insured. View an example here.

- A copy of current City of Irvine Business License. View an example here.
- For membership-based organizations: a roster of current and active membership, including complete addresses of members with ZIP codes.
Incorporated nonprofit organizations that do not meet residency requirements may be invoiced at rates for Category A (Resident) when the organization’s primary mission is philanthropic and/or service-driven for the lrvine community and its residents. Submission of supporting documentation on agency letterhead is required.
Category A (Nonresident): Nonprofit Organizations
To qualify for Category A (Nonresident), requirements include:
