Councilmember Mike Carroll was first appointed to the Irvine City Council on May 14, 2019. He was elected to a second four-year term in November 2024. With over 314,000 residents, Irvine is a multi-award-winning community and is the most diversely integrated and safest city in the nation.

Carroll is the Chairman of the Great Park, an under-development 1,300-acre municipal park owned by the City of Irvine. With over 500 acres completed to date, the Great Park embraces recreation, competitive sports, parkland, and the environment. The Great Park aims to preserve Irvine’s heritage and honor the history of the former Marine Corps Air Station El Toro, while setting a new standard for park design and urban planning. Upon completion, the Great Park will be a national treasure among the great metropolitan parks around the world. Carroll is also a Board Member of the Irvine Community Land Trust, which is dedicated to providing affordable housing for Irvine residents. Previously, Carroll served as Chairman of the Community Services Commission and Vice Chair of the Planning Commission.

Carroll is a practicing corporate and transactional attorney and co-founder of CorpGen Counsel, a boutique legal practice. Prior to establishing his own firm, he was General Counsel and Chief Compliance Officer of a NASDAQ-traded public company, and practiced corporate and securities law at a major international law firm in New York City. Carroll is a New York Times bestselling non-fiction author and has appeared on NBC’s Today show, Fox News, CNN, MSNBC, and NPR. In 2009, he was named to the OC Metro’s 40 Under 40.

Carroll is a former Board Member of the Orange County Press Club, OneOC (formerly Volunteer Center of Orange County), and Child Aid, the former President of the Vista Verde K-8 School Foundation, and the recipient of the President’s Volunteer Service Award for his pro bono representation of the Orange County Rescue Mission and its Village of Hope.

Carroll lives in Irvine with his wife and two daughters. When he is not serving in the community, Carroll loves going on adventures with his family, reading American history, and exploring Irvine’s Open Space trails.
