About the Project
Irvine Company has filed a General Plan amendment application to establish a new planning area called Oak Park (Planning Area 52). The proposed General Plan amendment would facilitate a new planning area, creating a new village with 3,100 residential units, an elementary school, a community park, neighborhood parks, and associated transportation and infrastructure improvements.
Several additional development applications will be prepared and reviewed concurrently to ensure consistency with City requirements and MOU terms, as follows:
- Park plan addressing community and neighborhood parks to ensure consistency with park dedication requirements;
- Master landscape and trails plan to provide a description of the conceptual landscape, streetscape, trails, and wall/fence plans;
- Vesting tentative tract map to subdivide the site and facilitate redevelopment of the underlying land; and
- Master plan(s) with affordable housing plan(s) for the development of 3,100 units, consisting of approximately 1,500 single-family attached or detached units, 1,600 multi-family residential units, a community park, neighborhood parks, an Irvine Unified School District (IUSD) school site, and an extension of Oak Canyon roadway. The proposed site of future development measures approximately 216 acres, resulting in an overall proposed density of 13.7 dwelling units per net acre.
Project Background
On May 13, 2025, the City Council held a public meeting and approved a Memorandum of Understanding (MOU) between Irvine Company and City of Irvine in relation to the proposed project. The MOU provides a framework for planning the project area and providing the following benefits: affordable housing through the Irvine Cares program, community benefit fees, transit investments, expansion of open space areas, library funding, dedication of the Oak Creek Clubhouse for City/public use, and an Innovation Center lease.
On May 27, 2025, the City Council held a public scoping session to provide staff direction and listen to input. Due to time constraints, the City Council requested an additional public comment session and scoping meeting at a later date.
Project Location
As proposed, Oak Park will be bounded by Jeffrey Road to the west, Interstate 5 to the north, Valley Oak and Oak Canyon to the east, and Irvine Center Drive to the south.
