The City of Irvine offers expedited permitting process for small residential rooftop solar system using one of the options below in conformance with Assembly Bill 2188 (AB2188)
Five Solar Photovoltaic Options to Choose From:
- Single Central Inverter
- Two Central Inverters with Load Center
- Single String of MicroInverters
- 2 Strings of MicroInverters with Load Center
- 3 Strings of MicroInverters with Load Center
Electronic Permitting Process Overview
Project Submittal Requirements:

Complete the following forms and documents ahead of time to have ready to upload:
- AB2188 Solar Photovoltaic Application Package
- Current Contractors State License Board (CSLB) pocket card image
- Workers Compensation Insurance Certificate
- City Of Irvine business license
2. Choose a Photovoltaic Option, enter the requested information
- You will not be allowed to continue with the process unless the entered information is correct
- Click on the ‘Confirm’ button when you have completed the requested information on your Photovoltaic Option. You will receive a confirmation message and a confirmation email
- The confirmation email will contain Photovoltaic Option and Photovoltaic Notes attachments
3. Create one flattened PDF file with the following items:

- If the fire performance type—like Type 1 or Type 2 is not on the specification, include documentation from Nationally Recognized Testing Laboratory (e.g. UL, CSA) to the PV manufacturer containing this information.
- PV racking system specification
- If information indicating Class A Fire Rating is created when used with your chosen PV module is not on the specification, include documentation from Nationally Recognized Testing Laboratory (e.g. UL, CSA) to the racking manufacturer containing this information
- Roof mounting product specification
- Inverter specification
- Junction box specification (if applicable)
- Disconnect specification (if applicable)
- Optimizer, DC/DC controller (if applicable)
Project Submittal Process (Set your browser to Google Chrome)
1. Getting your project ready to submit:
- Log in to Irvine Ready Go Post or set up an account, then log in
- Click on the green button on the lower right part of the screen
- At Project Name, enter: AB2188
- At the Project Type drop down menu, choose "For Permitting - Residential-Minor-Over the Counter-AB2188".
- Be advised, if the inspector finds in your project any discrepancies with the pre-approved options, your permit will be canceled and your project will need to be re-submitted through the standard submission process. No exceptions.
- At the Site Name field, enter your project address
- At the upper right corner of the screen, click Save
2. Click on the green button on the lower right corner to bring up your contact information screen
- Fill in the requested information
- At the lower right corner of the screen, click the Save button
3. Uploading your project:
- Click on the Documents tab
- At the lower right corner of the screen, click on the green arrow to bring up the upload page
- Either drag or choose your project PDF and the forms and documents you completed earlier and saved to the upload screen
- Your files will be on the left Plan Review side
- Use the green arrow to move every file except your project PDF file to the Attachments side
- When done, at the lower right corner of the screen, click the green button
- If something is wrong with your project file, a red triangle with an exclamation point will come up beside your file. Click on it to find out what happened. Delete the file, fix the error, and reload the file. If no red triangle with an exclamation point comes up, great!
- At the lower right corner of the screen, click the Finish button
- At the upper right corner of the screen, click the Submit button
- Your project has been received and the Status bar will say Pending
Project Permitting and Inspection Process:
- We will review your submission
- We will send an email to you with a link to pay your submission fee online
- After payment is received, we will send you an email with instructions on how to download your approved plans, permits, and any additional information
- Request a Final Inspection (Use Inspection Codes: 112 and 305)
- Have a hard copy of the approved project, inspection card, and field representative present on the day of inspection
