The City has relied on planning efforts for the creation and delivery of quality programs for older adults through the implementation of strategic plans: the Strategic Plan for Senior Services (2012–2017) and the Senior Services Strategic Plan Update (2019–2023).
In 2023, the City completed a new five-year Strategic Plan for Older Adult Services (2023–2028). The purpose of the Plan is to identify goals and action items to guide the implementation of programming and services to meet the diverse and changing needs of older adults in Irvine. The Plan was developed using community input and feedback from aging services professionals, City staff, and the Senior Citizens Council. The resulting strategies address the following key priority areas: Healthy Living; Social Well-being and Addressing Isolation; Transportation; Housing and Emergency Preparation; and Marketing and Communication.
